Emanuel, a native of Millsboro, Delaware, was born to the late Wilroy and Henrietta Justice. Emanuel is the youngest of 16 children. (Of course he wasn't spoiled)

He is a graduate of Sussex Central High. Where is played basketball and was a member of their marching band. Emanuel is a veteran of the United States Army, where he served for six years as a Light Wheel Vehicle Mechanic specialist. He has completed several courses at Delaware Technical Community College, in Mechanical Engineer. He has attended Philadelphia Biblical University IHL, where he received a certificate in Pastoral Counseling. Emanuel has also received Certifications in Administration and Leadership from The Urban Alternative, in Dallas, Texas.

Emanuel is employed at AstraZeneca Pharmaceutical, in Newark, Delaware. He has worked therefor 17 years, in various positions. Emanuel began mentoring youth in the Christina School District in 2004, a program called Creative Mentoring. Emanuel was blessed in 2002, to be a liaison to the City of Wilmington J Street Raiders Football organization. I am grateful for having the opportunity to work with Coach Kerry. Emanuel has been able to mentor and assist some of the students with homework-help, held at the church.

Emanuel is a God fearing man, who loves the Lord with all his heart. At Union Baptist Church he serves in the Family Deacon ministry, he is also the Sunday School Superintendent and assigned to various Ministries under the leadership of his Pastor. Emanuel loves to work with youth also. Emanuel is one of the teachers for their Youth Bible Study.

Emanuel is grateful to the Lord for his many blessings and often reminds himself of the cost of Leadership. Emanuel very rarely gets upset about anything, because he knows God is His refuge and a very present help in trouble.

Emanuel is blessed to be married to Virgie Rene’ for 18 years. They are the parents of Asia and Andrew.
